This report underscores the correlation between the quality of TVET in Rwanda and the quality of Training of Trainers (ToT). It highlights challenges related to the qualifications and professional development of TVET trainers, questioning their capability to meet the needs of the labor market and support Rwanda's economic goals.
The document presents the challenges Rwanda is experiencing in its desire to invest and improve the TVET sub-sector. Weak coordination that hinders tracking beyond trainer enrollment to the quality of their qualifications, and the weak link between formal education, TVET and entrepreneurship development with the realities and future job markets are two major drawbacks.
The document highlights the importance of the informal sector – for example, MSMEs accounted for over 92.2% of all establishments in Rwanda in 2013/2014 and employed a significant number of the workforce. As a result, the Workforce Development Authority (WDA) is implementing a TVET information system and TVET trainer qualification framework to address issues in Rwanda's informal sector. The framework aims for continuous professional development for trainers, believing that enhancing their skills and advancing their career will positively impact large numbers of entrepreneurs and address the prevailing skills gap in the market.
