This Synthesis Report of the 2025 ADEA Triennale on Education and Training in Africa presents the outcomes of one of the continent’s most significant high-level education policy gatherings since the COVID-19 era. Held in Accra, Ghana, under the theme “Strengthening the Resilience of Africa’s Educational Systems: Advancing Towards Ending Learning Poverty by 2035”, the Triennale convened over 1,000 stakeholders, including ministers, policymakers, development partners, researchers, and youth representatives from across Africa and beyond.

The report synthesizes deliberations structured around eight interrelated sub-themes covering education financing, foundational learning, secondary and TVSD reform, higher education and research, digital transformation, data systems, teacher development, and inclusive education at the intersection of gender and climate resilience.

A strong consensus emerged around three core imperatives: sustainable domestic financing, evidence-based governance, and African-led innovation. Participants called for allocating at least 20% of national budgets to education, strengthening data systems, professionalizing teacher development, and aligning skills with labour market demands under continental frameworks such as Agenda 2063 and CESA 2026–2035.

The Outcome Document, titled “Walking the Talk,” commits governments and partners to measurable reforms aimed at ending learning poverty by 2035 and building resilient, inclusive, and future-ready education systems across Africa.
