This document synthesizes continental commitments and strategic recommendations aimed at strengthening the resilience of Africa’s education systems and ending learning poverty by 2035. Anchored in the theme of building a well-educated and skilled workforce for Africa and beyond, the document reflects high-level deliberations among African governments, development partners, researchers, and civil society convened under the AU Decade of Accelerated Action for the Transformation of Education and Skills Development (2025–2034).
The document emphasizes education as a strategic investment for sustainable development, calling for increased domestic financing, innovative and ethical funding mechanisms, and stronger governance of education resources. It outlines eight interconnected sub-themes covering financing, foundational learning, secondary education and TVSD, higher education and research, evidence and digital technologies, system-level policy implementation, school leadership and teacher professional development, and inclusive education at the intersection of gender and climate adaptation.
Across all themes, the outcomes stress data-driven policymaking, Afrocentric and context-responsive approaches, responsible use of technology and AI, and the professionalization and empowerment of teachers and school leaders. The document concludes with a call to move from commitments to action through continental collaboration, accountability, and sustained reforms, positioning education as central to Africa’s demographic dividend and long-term self-sufficiency.
