This document presents findings of the peer review of Swaziland’s Education Management Information System (EMIS). ADEA’s Working Group on Education Management and Policy Support facilitated the review using the EMIS Norms and Standards Assessment Framework for the SADC region.
The process involved consultations with key stakeholders; review of existing EMIS related documents; and site visits to selected educational institutions and partners, in four key areas, namely, policy and legal frameworks, resource availability and utilization, statistical processes, and education information reporting.
The ranking ranges between poor and quality statistics, with key recommendations towards quality statistics.
Overall, the EMIS in Swaziland minimally complies with the region’s norms and standards with a score of 2.7, which is between 2.6 and 3.3, indicating “Acceptable Education Statistics.”
Comparatively, strong areas include statistical processes, observing statistical confidentiality and better registration of learners and institutions, cost effectiveness and coherence, and comparability and integration.
However, timeliness and punctuality of reporting remains a major challenge. Other key challenge areas are inadequate EMIS resourcing, limited mandate, and commitment to quality.
Key recommendations include developing an EMIS policy and strategy, allocating sufficient resources for operations, improving statistical processes, training EMIS personnel in data analysis, and improving dissemination by using modern technologies.
