Abstract

The Gambia's Education Management Information System (EMIS) framework underwent a peer review to assess its capacity to effectively support the education sector. The review evaluated data quality, management processes, and alignment with educational planning and policy formulation. The system scored 3.18, indicating ""acceptable"" statistical information according to the Economic Community of West African States (ECOWAS) EMIS Norms and Standards. The assessment focused on policy and legal frameworks, resource availability and utilization, statistical processes, and education information reporting, highlighting both strengths and areas for improvement.

The review identifies strengths and challenges in the current system, including issues related to data accuracy, timeliness, and the integration of various sources. It emphasizes the need for enhanced staff training, better resource allocation, and improved technological infrastructure. While the Ministry of Basic and Senior Secondary Education has established data collection frameworks, the Ministry of Higher Education, Research, Science and Technology faces challenges in producing reliable, timely, and comprehensive data. The report calls for the development of an EMIS policy, increased financial and human resources, and the adoption of new technologies for data collection.

The peer review recommends improvements to the EMIS's efficiency, including robust data collection methodologies, better stakeholder coordination, and a comprehensive capacity-building strategy. It stresses the importance of a well-functioning EMIS for informed decision-making and effective policy implementation. Collaboration between ministries and stakeholders is also emphasized to ensure that the EMIS meets national and international standards.
