Abstract

This evaluation provides an in-depth analysis of a pilot project conducted by ADEA and Namibia’s Ministry of Education, Arts and Culture (MoEAC). The project aimed to improve the monitoring of teacher and learner attendance through the implementation of an ICT-based school management system, School-Link, across 103 schools in Namibia. The report highlights the project's goals of enhancing data accuracy and supporting evidence-based policy-making to improve educational outcomes.

The report assessed the efficiency, effectiveness, relevance, and sustainability of the pilot, revealing significant improvements in attendance monitoring and a positive impact on reducing absenteeism. The project utilized existing MoEAC structures, ensuring cost-effectiveness and potential for scalability. However, challenges such as initial delays, limited interdepartmental communication, and the need for better integration of attendance data with learning outcomes were noted.

Key lessons include the importance of comprehensive stakeholder involvement, the necessity for robust ICT infrastructure, and the need for ongoing capacity development. The report concludes with recommendations for transitioning the pilot to full-scale implementation, emphasizing the critical role of continuous monitoring, policy support, and capacity building to sustain the project's benefits.
