This framework provides insights on the choice of theme for the ADEA 2017 Triennale. The framework guides the operationalization of the continental roadmap adopted by policymakers at the Triennale, with policy-level strategies for countries to consider, aimed at achieving equitable quality education and lifelong learning for all Africans.
The framework contains a brief about the Triennale, the issues at stake in achieving the goals and objectives of the global and continental agendas in Africa, strategic axes for the transformation of education in Africa, and the issues, challenges, and lessons learned that inform the key messages under each sub-theme. It then highlights the success factors and conditions necessary for the full attainment of the objectives and targets of the 2030 Agenda and Africa’s Agenda 2063.
Areas of action are also discussed, as well as strategies for action, in the roadmap section of the framework. The framework calls for, among others, moving away from incremental and corrective policies and adopting transformational ones to attain universal, equitable and quality education for Africa. This is in addition to transforming evaluation modes to be more diagnostic and forward-looking, focused on developing skills and conceptual thinking, critical mindedness, and new problem-solving capacity, among other areas.
