This document distills responses to an in-depth questionnaire sent to nine RAFPRO member funds (a network of 13 training institutions and funds from 12 African countries representing different vocational training systems). ADEA analyzed these funds for their alignment with recommendations from a prior ADEA study. Key recommendations include stable resource allocation, greater institutional autonomy, better-targeted training missions, and structured roles in national vocational policies
The analysis reveals three main observations:
- Funds are increasingly advocating for direct allocation of contributions from the private sector, with several funds already receiving or assured of receiving these taxes
- The role of funds in national vocational training policies is strengthening, with many funds actively supporting sectoral studies, training reforms, and quality assurance procedures.
- There is heightened awareness of the need for robust analysis, monitoring, and evaluation. Funds are adopting practices like organizational audits and automated management systems to enhance their effectiveness.
Challenges such as financial autonomy and resource allocation remain.
The survey highlights the importance of sharing best practices and tools among funds. It also calls for coordinated efforts to harmonize tools, develop common regulations, and involve external expertise to strengthen RAFPRO's mission and expand its network to include non-French-speaking funds.
