Abstract

This communique outlines the commitments and resolutions of African Ministers of Education to enhance foundational learning across the continent. Recognizing the critical importance of foundational skills in literacy, numeracy, and social-emotional development, it emphasizes that these skills are essential for future learning and success. It acknowledges the struggle African learners face in acquiring these basic skills and calls for immediate action to address these challenges.

The communique highlights the demographic advantage of Africa's young population, stressing that investing in foundational skills today will unlock the continent's potential. Ministers affirmed the necessity for strong policy frameworks, teacher training, and community involvement in promoting foundational learning. They resolved to develop and adopt a starter pack model for foundational learning, urge Heads of State to champion this cause, and work with ADEA and partners to collect data to inform policy decisions.

By fostering collaboration and partnerships at continental, regional, and national levels, the communique aims to create a coordinated action plan to ensure high-quality education for all children. This initiative is integral to achieving the AU Agenda 2063, emphasizing that Africa's future depends on the education and skills of its youth.
