This strategic framework offers a roadmap for improving Science, Technology, Engineering, and Mathematics (STEM) education across the continent. Developed in April 2024 by the Association for the Development of Education in Africa (ADEA)’s Inter-Country Quality Node on Mathematics and Science Education (ICQN-MSE), the framework aligns with global and regional goals, including SDGs, Agenda 2063, and CESA (2016-2025).
Informed by two comprehensive studies conducted by ICQN-MSE, that assessed STEM education at secondary level and play-based learning at primary level, the framework identifies eight key challenges on access, equity, inclusion, curriculum reform, quality, infrastructure, partnerships, ICT integration, research, and cross-cutting issues.
Following the consultative workshop with stakeholders from 14 countries, ICQN-MSE defined four strategic objectives for 2024-2028:
• Supporting policies for equitable and inclusive access to STEM education.
• Enhancing the quality and relevance of STEM education programs.
• Strengthening partnerships to support STEM at basic education level.
• Promoting research and innovation for evidence-based policies.
The framework includes detailed strategies, budgets, and a results-based monitoring system, with a total implementation cost of USD 1,830,250. Chapters outline its rationale, situational analysis, implementation plan, and monitoring methods, emphasizing the need for diverse funding and stakeholder collaboration to achieve sustainable, high-quality STEM education in Africa.
