This country report presents findings of a rapid review to identify and evaluate the current approaches used in enhancing system-level management capacity with specific emphasis on understanding government priorities and challenges. The assessment focused on system-level managers at the national, county, and sub-county levels. The system managers at the school level were not included in the study.

The report employed a qualitative research design that utilized document analysis and in-depth interviews. Sixteen key informants were selected from various levels of the education management system including heads of directorates at the Ministry of Education headquarters, county directors of education, heads of departments in semi-autonomous government agencies, and development partners. Using a semi-structured interview schedule, the individuals shared their experiences, beliefs, and opinions in their own words on the status of capacity development in Kenya. Document analysis guided by themes derived from research questions was used to complement the in-depth interviews.
