This report examines the challenges and opportunities in strengthening leadership and management capacities within Rwanda’s education sector. The study identifies critical capacity gaps at multiple levels, including policy formulation, data management, curriculum development, school inspection, and project coordination. It also evaluates existing capacity-building programs provided by the government and development partners, such as COURSERA, professional training workshops, and digital education platforms.  

Key findings highlight inadequate technical and leadership skills, weak coordination between central and decentralized education structures, and limited access to reliable education data. The report underscores the importance of targeted training programs, mentorship initiatives, and the integration of modern educational technologies to enhance efficiency and decision-making among education managers.  

Recommendations focus on harmonizing data systems, strengthening monitoring and evaluation frameworks, improving professional development for school inspectors and curriculum specialists, and increasing support for decentralized education officers. By addressing these challenges, the report aims to contribute to a more effective and sustainable education management system in Rwanda, ensuring improved learning outcomes and system-wide efficiency.
