This report summarizes the outcomes of the seminar, held to enhance inter-fund cooperation across 15 countries within the African Network of Vocational Training Institutions and Funds (RAFPRO), with support from the French Development Agency (AFD) and the Swiss Agency for Development and Cooperation (SDC).
Key findings focused on improving inter-fund cooperation, alignment of funds with national training policies, and strengthening the internal capacity of vocational training institutions to meet skills development needs in both formal and informal sectors. The seminar stressed the importance of sustainable financing and better management tools, including monitoring and evaluation systems, to enhance the impact of vocational training initiatives. The report highlights the importance of pre-employment training, dual training, and apprenticeships for youth. It also highlights the need for enhanced staff skills capacity, and alignment with national vocational training policies.
Participants called for RAFPRO to expand its role as a permanent central hub for sharing resources and best practices, and for more inclusive partnerships involving both French- and English-speaking countries.
The seminar proceedings concluded with a series of recommendations, namely, enhancing the funds’ capacity, supporting direct allocation of the training levy, and fostering partnerships with English-speaking funds.
