This draft framework document, on EMIS Norms and Standards, was developed by ADEA’s Working Group on Education Management and Policy Support (WGEMPS), the Education Management Information Systems (EMIS) experts from the Economic Community of West African States (ECOWAS) and representatives from the African Union Commission and its education observatory. The framework aims to address the challenges in reporting on the region’s human resource development achievements.
The objective is to assess countries' ability to produce quality education statistics, ensuring sustainable, appropriate systems in line with international and regional practices. The framework highlights the need for improved data coverage and coordination of EMIS. It also addresses the issue of duplication and varying definitions in education ministries, which can lead to poor quality and availability of education statistics.
The framework’s minimum set of norms and standards will guide countries in developing or improving their national EMIS. These standards focus on policy and legal frameworks, resource availability and utilization, statistical processes, and education information reporting. These areas ensure the institutional and legal environment, human, financial, and technological resources support a well-functioning EMIS. Each area has a set of norms that Ministries commit to abide by, providing a reference for implementation.
