This 2014 report was produced on behalf of the African Union (AU) by the ADEA Working Group on Education Management and Policy Support and the SADC Secretariat, for the AU Conference of Ministers of Education (COMEDAF). It analyzes the progress and challenges in implementing the Plan of Action for the Second Decade of Education for Africa (2006-2015) in the SADC region, focusing on the eight priority areas including gender and culture, EMIS, teacher development, higher and tertiary education, TVET, curriculum development, teaching and learning materials, quality management, and early childhood development.

In addition to what is working, the report documents some of the key challenges. The region lacks a harmonized central database for EMIS data, limiting effective monitoring and planning. There is a shortage of qualified teachers, and high attrition due to poor teacher welfare. Despite growth in higher and tertiary education enrollment, access remains limited.

The recommendations emphasize the need for a comprehensive understanding of TVET and its alignment with labor market needs, integrating health and education in Early Childhood Development (ECD) programs for holistic development, curriculum reform, focusing on practical teaching materials, embracing e-learning solutions and quality management systems, improved data collection, enhanced coordination and sustainable resource mobilization.
