The ADEA Strategic Plan 2024–2028 outlines a comprehensive five-year roadmap to support African countries in building resilient, inclusive, and high-quality education systems. Anchored in the values of Resilience, Excellence, Advocacy, and Leadership (REAL), the plan aims to transform education into meaningful learning that prepares young people for further education, employment, and responsible citizenship. ADEA’s approach leverages strong partnerships, a skilled Secretariat, and country-led Inter-Country Quality Nodes (ICQNs) to drive change.

The plan is built around four Strategic Initiatives: improving foundational learning; remodelling technical and vocational skills development (TVSD) with secondary education; enhancing scientific research and quality assurance in higher education; and strengthening education resilience through improved data utilization, effective use of EdTech, and ensuring access, equity, and inclusion (AEI). Short-, medium-, and long-term objectives guide the phased implementation of these initiatives.

Through collaborative partnerships with member countries and stakeholders, ADEA seeks to generate and apply knowledge, influence policy, and mobilize resources to advance education transformation. This strategic plan positions ADEA as a catalyst for sustainable human capital development across the continent, aiming to make Africa’s education systems more adaptive, inclusive, and aligned with the demands of the 21st century.
