The document provides a framework of key strategies for building the capacity of countries to have robust EMIS across the East Africa Community (EAC) region. 

Produced by a restricted technical committee made up of EMIS experts from the EAC Partner States under the facilitation of a team from the ADEA Working Group on Education Management and Policy Support, the strategy is a response to the inadequate provision of quality education data by existing EMIS in EAC that hinders effective planning and policy formulation. The development of strategy was guided by the following reflections:

  1. The belief that enhancing EMIS capacity to provide quality education data necessary for evidence-based decision-making and policy formulation will ultimately lead to improving learning outcomes.
  2. Emphasis on the need for a robust policy and legal framework to ensure compliance and accountability in data reporting.
  3. The importance of sustainable and adequate resources for infrastructure development. 
  4. Emphasis on institutional capacity development to improve statistical processes and methodologies for data collection and analysis, in various educational sub-sectors. 

It concludes by providing a detailed action plan for 2013-2017, to build the necessary capacities in EAC countries to develop and maintain effective EMIS.
