This report presents key insights from the Africa Foundational Learning Exchange (FLEX 2024), a high-level education conference held in Kigali, Rwanda, from November 11–13, 2024 under the theme “Moving Together from Commitments to Impact at Scale. Hosted by the Government of Rwanda’s Ministry of Education, this event convened over 500 delegates, including 19 Ministers of Education and 13 high-level ministry delegations, alongside representatives from global education partners such as the World Bank, UNICEF, USAID, and ADEA. Organized under the African Union’s “Year of Education”, FLEX 2024 aimed to accelerate efforts toward achieving the Continental Education Strategy for Africa (CESA).
The report outlines discussions on eradicating learning poverty by 2035, scaling evidence-based interventions, enhancing teacher training, improving data-driven decision-making, and leveraging educational technology for inclusive learning. A key outcome was the five-point Ministerial Declaration, emphasizing inter-country collaboration and sustained investments in foundational learning. Participants committed to annual FLEX summits, with Malawi set to host FLEX 2025 to review progress.
FLEX 2024 underscores Africa’s collective effort to strengthen early-grade literacy and numeracy, ensuring quality, equitable education that empowers future generations. The report serves as a roadmap for policy reform, cross-sector collaboration, and scalable educational solutions across the continent.
